Two issues here:
(1) You need to be able to plug it in safely.
(2) You need to be able to see what you're doing on a TV.
For (1): If you can find a spot that uses the electrical hookup for your NTSC Wii, then the Wii will turn on and work.
For (2): The bad part? You won't be able to see what you're doing; the UK uses PAL TV, so NTSC signals will not work at all. So if you can plug it in, you can turn on the Wii; but you still won't have a screen on which to see it.
Now, if you can find electrical hookups for your NTSC Wii, AND for a NTSC TV, then you should be able to get it going. The issues are about the electrical circuits and the TV system, not the Internet.
Otherwise, no go.
