Can I download a .bin file. Then copy it to an SD card and then play it on my Wii?
Or is Wii a covard thing that saves all the information and doesn't let anyone play games that were't downloaded somewhere else?

You cannot play a VC game from someone else's wii on your own, the VC game is embedded with system-specific info, if someone tries to play a VC game from another wii it will not accept the foreign game.

you can however, use game SAVES for certain VC games.
